A major overseas employment fraud case has emerged in Rudrapur, Uttarakhand, where police have arrested Aleem Khan, director of Z Global Careers Private Limited, over allegations of cheating young people with promises of jobs and work permits abroad.

Police reportedly recovered 61 passports, a diary and an illegal .32-bore pistol from the company’s office in Awas Vikas. Investigators are examining the recovered documents, mobile phone chats and other evidence to determine the extent of the alleged fraud.

The Rudrapur Immigration Fraud case initially involved allegations of cheating a young man of ₹2 lakh on the promise of a Dubai work permit. Further complaints have also emerged involving allegations that several young men were sent to Armenia after being promised overseas employment but were allegedly left without jobs.

Police have added provisions of the Arms Act and Immigration Act to the case. Authorities are also discussing arrangements with the Ministry of Defence to facilitate the safe return of young people reportedly stranded abroad.

Rudrapur Immigration Fraud: Z Global Director Aleem Khan Arrested

According to police, Aleem Khan, son of Jameel Ahmed and a resident of Preet Vihar, Rudrapur, was arrested following allegations of overseas job fraud.

The accused was operating through Z Global Careers Private Limited, located in the Awas Vikas area.

The case came to light after a complaint was filed at Rudrapur Police Station on October 29, 2026, by Mujahid, son of Bhure Khan, a resident of Ward No. 21.

The complainant alleged that Aleem Khan promised to arrange a job and work permit for him in Dubai in exchange for ₹2 lakh.

However, instead of receiving the promised work permit, the victim was allegedly sent to Dubai on a visitor visa.

The Rudrapur Immigration Fraud investigation has now expanded following additional complaints concerning overseas employment arrangements involving Armenia.

₹2 Lakh Collected for Dubai Job, Visitor Visa Allegedly Provided

According to Mujahid’s complaint, Aleem Khan assured him that he could arrange employment in Dubai along with the required work permit.

Trusting these promises, Mujahid allegedly sold his motorcycle and jewellery to arrange the required money.

He subsequently paid ₹2 lakh to the accused.

However, the complainant alleged that he was sent to Dubai on a visitor visa instead of the promised work permit. The visa was allegedly edited to make it appear like a work visa.

After reaching Dubai, Mujahid reportedly discovered the discrepancy and faced difficulties. He also allegedly had to pay a fine.

When he returned to India and demanded his money back, the accused reportedly refunded only ₹30,000 and refused to return the remaining ₹1.70 lakh.

The complainant further alleged that he received death threats when he demanded the outstanding amount.

These allegations are part of the police complaint and remain subject to investigation.

Armenia Job Fraud: Young Men Allegedly Sent Abroad Without Employment

Apart from the Dubai-related complaint, another serious allegation has emerged against the operator of Z Global Careers.

A complainant named Mohammad Talib alleged that the company collected money by promising overseas employment opportunities in Armenia for his two brothers and a nephew.

According to the complaint, the company allegedly demanded approximately ₹2.25 lakh per person for arranging their employment.

The family claims that approximately ₹3 lakh had already been paid in connection with the arrangement.

The young men were reportedly promised that they would receive employment within three days of reaching Armenia.

However, more than a month after their arrival, they allegedly remained without jobs.

The family further claimed that the landlord eventually forced the young men to leave their accommodation because they could not manage their living expenses.

As a result, the family in India reportedly had to send additional money to cover their food and other essential expenses.

The Rudrapur Immigration Fraud investigation is examining these additional allegations and the company’s overseas employment arrangements.

61 Passports and Illegal .32-Bore Pistol Recovered

One of the most significant developments in the case was the recovery of documents and an alleged illegal weapon from the accused’s office.

During the police operation, investigators reportedly recovered:

  • 61 passports
  • A diary containing information relevant to the investigation
  • An illegal .32-bore pistol

Police are also examining mobile phone conversations and other digital evidence to identify possible victims and establish the nature of the company’s activities.

The recovery of 61 passports has raised further questions about the number of people who may have approached the company for overseas employment services.

However, the recovery alone does not establish that every passport holder was a victim of fraud or that all passports were connected to the alleged offences.

Immigration Act and Arms Act Sections Added to the Case

Following the recovery of the alleged illegal weapon and other evidence, police added provisions of the Arms Act and Immigration Act to the case.

SP City Pramod Kumar stated that police reached the location after receiving information and conducted a search of the accused’s office.

Aleem Khan was subsequently arrested and produced before the court.

The investigation is being handled seriously, with authorities examining the recovered passports, diary, documents and mobile phone chats.

Further legal action will depend on the evidence uncovered during the investigation.

Police in Contact With Ministry of Defence to Bring Stranded Youth Home

Another important aspect of the Rudrapur Immigration Fraud case concerns the young men reportedly stranded in Armenia without employment.

According to SP City Pramod Kumar, discussions are underway with the Ministry of Defence to facilitate their safe return.

The authorities are examining the circumstances under which the young men travelled abroad and the difficulties they are currently facing.

The police investigation is expected to establish the role of the accused, the financial transactions involved and whether additional individuals were involved in the alleged overseas employment arrangements.

What the Rudrapur Immigration Fraud Case Reveals About Fake Overseas Job Offers

The Rudrapur Immigration Fraud case highlights the risks associated with overseas employment agents who promise guaranteed jobs and work permits without providing verifiable employment arrangements.

The allegations involving Dubai and Armenia also demonstrate why applicants must understand the difference between visitor visas and employment authorisation.

People planning to work abroad should take the following precautions:

  • Verify the recruitment agency’s registration and credentials through official channels.
  • Confirm the overseas employer and job offer independently.
  • Never travel for employment on a visitor visa based only on an agent’s verbal promise.
  • Verify the visa category and work authorisation before departure.
  • Obtain a written agreement mentioning salary, employer, job location and recruitment charges.
  • Keep receipts and records of all payments.
  • Retain copies of passports, visa documents, employment contracts and communications.
  • Contact the police or relevant authorities if an agent provides misleading documents or refuses to return money.

An overseas job offer should always be verified before applicants sell assets, borrow money or transfer substantial amounts to an intermediary.
