Canada Issued 3500 ITA For Permanent Residency to Healthcare Workers in 2025. Canada’s Immigration, Refugees and Citizenship Canada (IRCC) continues to prioritize healthcare talent as it issued 3,500 Invitations to Apply (ITAs) for permanent residency under its latest Express Entry draw. The draw specifically targeted candidates with experience in healthcare and social services occupations, reinforcing the country’s commitment to strengthening its workforce in critical sectors.

What makes this draw particularly notable is the historically low Comprehensive Ranking System (CRS) cut-off score, the lowest recorded in 2025 so far. This move underscores Canada’s ongoing efforts to address skill shortages in the healthcare system—especially in the wake of growing demands for frontline workers and healthcare support professionals.

According to IRCC, this draw aligns with the government’s targeted Express Entry categories introduced to better respond to labour market needs. Healthcare occupations were a top priority within these categories, given their essential role in public welfare and Canada’s long-term economic and social development.

Candidates invited under this latest draw will have 60 days to submit their complete applications for permanent residency. Many healthcare professionals from countries like India, the Philippines, Nigeria, and the UK are expected to benefit from this development as Canada aims to boost its healthcare system’s capacity and diversity.

With the growing reliance on targeted Express Entry draws based on specific occupations, many experts anticipate continued opportunities for healthcare workers throughout 2025 and beyond.
